To reduce the unnecessary killing of animals in shelters and improve quality of life for animals and their people, indoors and out, working with the public, partner organizations, and municipal agencies to innovate, support, and model efforts to create no-kill communities and remove the need for animal shelters and sanctuaries.

IN PARTICULAR, LHA SUPPORTS THE CREATION OF THAT IS DESIGNED FOR CONTINUED AFFORDABILITY, SUPPORTS EFFORTS TO PRESERVE EXISTING LOW-INCOME AND AFFORDABLE STOCK, PROMOTES INITIATIVES THAT SUPPORT EQUITABLE DISTRIBUTION OF AFFORDABLE ACCESSIBLE AND OTHERWISE MEET UNMET NEEDS IN THE AFFORDABLE AND LOW-INCOME MARKETS, AND SUPPORT INITIATIVES THAT CAUSE AND PROMOTE FAIR AND OPEN LENDING.
